Form 2848 and Form 8821 Pre-Flight Check

By Forrest Baumhover, CFP®, EA · Last verified October 27, 2026

Test a filled-in Form 2848 or Form 8821 against the IRS's processing rules before you send it.

This tool never asks for a taxpayer identification number, name or address. It asks whether a number appears on line 1, and it refuses any text that looks like one.

Why the IRS rejects a Form 2848 or Form 8821

The IRS rejects a Form 2848 or Form 8821 when an essential element is missing or incomplete. IRM 21.3.7 lists those elements and the other reasons processors reject or return a form. This tool tests your answers against that list.

What this check cannot tell you

A clean result does not mean the IRS will accept your form. Some reasons depend on IRS records that no website can see, such as whether the name matches the IRS file or whether a representative is eligible to practice. The tool lists those as “IRS decides.”

Checked against IRM 21.3.7 (September 15, 2026) and the Instructions for Form 2848 and Form 8821 (Rev. 09/2021). Recheck by January 31, 2027.

Common Questions

Does a clean result mean the IRS will accept my form?

No. A clean result means the tool found no problem in the answers you gave it. IRM 21.3.7 also lists reasons that only IRS records can decide, and the tool marks those “IRS decides.”

How many days can pass between the taxpayer's signature and the representative's signature on a Form 2848?

IRM 21.3.7 says the two signature dates must fall within 45 days for a domestic authorization and within 60 days for a taxpayer who lives abroad. The 45 or 60 day rule does not apply when the taxpayer signs after the representative.

How long does a Form 8821 stay good when I use it for something other than an IRS matter?

IRM 21.3.7 says the IRS must receive the form within 120 days of the date the taxpayer signed it when you use it to get tax information for a purpose other than addressing a matter with the IRS, such as income verification.

Does the tool ask for my taxpayer identification number?

No. It asks only whether a number appears on line 1. If you type text shaped like a taxpayer identification number, the tool refuses it.

Which sources does the tool use?

IRM 21.3.7, Processing Third-Party Authorizations onto the Centralized Authorization File (CAF), and the Instructions for Form 2848 and Form 8821. Every result row shows its source section and quote.
